SB action is binding once the BTN doesn't change the action, i.e. raise the initial bet. SB should also get a penalty of some sort but maybe just a warning if a first offence.

That's what i wasn't sure about. Was watching an Alpha8 event ($100k re-entry) from 2014 and after 3 players see a raised flop, Duhammel bets and Timex is sitting with the nuts on the button when the SB shoved (verbally and physically) with top pair. Ruling was that if Timex folds/calls, then the all-in stands, but if he raises he gets his action back.

Duhammel opens QQ, Timex flats A9hh on the Btn and SB calls K10o
Flop is 1063hhh
Duhammel leads out 12k and SB shoves 94k out of turn. There was some talk about Timex playing mind games and raising to try and entice Duhammel with the bigger stack into the pot, because obv when he calls 12k, he's calling 94k.
He flatted anyway, SB shove stands and QQ (no hearts) instamucked
At one stage in Ireland around ukipt 2011 a flat call would have counted as changing the action and all actions would have been open to oop raiser.
Going back further first action stood no matter what and then for a while oop raiser would have been forced to leave a min raise in but could fold or go all in after that if action had changed.
