I think in Ireland most long term homeless have varying mental issues and the reason they are on the streets is because they are off the meds. Serious drug users tend to die quickly on the streets. Could be different in the states and I do accept that is a sweeping statement.
I saw a beggar texting before christmas. Guy was hammered and sittting in the cash machine area of AIB on Grafton street. Couldnt believe anyone gave him money
