I know alot of ppl use skrill(moneybookers) so not sure about their rate but i've been using neteller with 3-4 years and never had a problem, they charge €4 per withdrawal from an atm, 1.75% FOR deposits for all credit cards, 3% fee for ukash. If your only using it to move around money from site to site there's no fees.
Cash outs are 0-6hrs from stars and full tilt usually instant. -
Most players i know use moneybookers or Skrill as its known now.

Didn't see the point of starting a new thread about skrill for a quick question.
