Live cash game and UTG limps with 4 callers and the big blind ships it and UTG calls , 2 players in the hand . The BB flips AK B4 the cards are run out .
The board runs out K High and UTG goes to muck but the BB asks to see his cards .
Is the BB entitled to see , ?????

    nope.

If it was the other way round, the utg can ask to see the BB's hand imo, as he made the bet, so must show his cards first.

From a "I paid to see your cards" POV,no, he is not entitled to ask.

However, there is an anti-collusion rule that allows you to ask another player to show his hand.

      From "Robert's Rules"

      5. Any player who has been dealt in may request to see any hand that has been called, even if the
opponent's hand or the winning hand has been mucked. However, this is a privilege that may be
revoked if abused. If a player other than the pot winner asks to see a hand that has been folded,
that hand is dead. If the winning player asks to see a losing player's hand, both hands are live,
      and the best hand wins.

The BB can ask to see utg's cards, but its considered bad etticate really. UTG should be left fold without showing, but if the bb demands to see them, then he is entitled to (and it is mostly to do with the infamous collusion rule).

if the player simply folds, then he can ask to see, though it is considered bad etiquette, i mean, why rub his nose in it?

in this particular instance you state that he mucks his hand, suggesting his cards actually touched mucked cards
in that instance the cards are gone forever, mucked
no he may not go digging in the muck for cards

as for collusion, you said this is a cash game, hardly applies in cash
if this was a tourney, then collusion is possible as he may be chip dumping to a freind, in cash he could simply ask for a lend
