Déschamps is very high on Giroud. He'll be a starter from the offset for sure. Depending on results then of course things may be changed but he's the main man for the start of the tournament anyway.

Payet had started two of he last three warm ups and has been their best player by a distance in those. Martial was preferred in earlier friendlies but it would be a crazy call to pick him ahead on form for both club and country.

He's rotated Gignac and Giroud every game since Benzema left for that central striker birth so I'm not sure what you're talking about, and even within games they'd replace each other so it's probably just a 60 minute job for whoever starts.

Nah not even close, last 3 world cups seen 12,9,13 penalties scored, averages at less than 1 in every 5 games. Less matches in the euros too so the expected total would be ~8, so about a third of the teams score pens, prob less considering the bigger teams might score multiple penalties.

It would prob be 50/1 alone for the nationalities of those players to all score a peno, then you have to factor whether the players will be on the pitch to take it, might be subbed off, injured, or rested if team already qualified. And finally Ozil takes he pens for Germany, or at least he used to.
