Tournament in US. 9 at table.

Final cards being dealt in hand and BB declares "I'm all in in the dark". Not a noob but deffo a nob. Has average stack, 80 BBs say.

If action doesn't change he is all in. If somebody does raise he will have his options open. I'd give him a penalty for acting out of turn/angle-shoot
